2014 shield Lincoln cent?

Looks like a partial collar error, also known as "railroad rim".  The collar was not properly seated around the anvil die and the planchet extended slightly above the top surface of the collar.  When it was struck the metal expanded outward above the surface of the collar creating the "flange" that makes the edge of the coin resemble the wheel of a railroad car.
