How difficult is it to find a set of American Silver Eagles from 1986-2005 in MS70 State??

Probably rather difficult.  The later years, after say 2005 are fairly easy to find but the early years are rather difficult.  In the early years no one really cared about certifying bullion, and the services weren't handing out 70's at the time. And the mints own standards of striking and handling weren't as stringent.  After all they were just bullion.  By the time the TPG's were giving out 70's a great many of the early coins would no longer make the grade due to handling marks.  The coins were not carefully handled in the early years because once again "They were just bullion".  Add in the fact that mintages were much lower back then as well and it all adds up to 70's from the early years being hard to find and hence expensive.
