That's just strike doubling, aka mechanical doubling or shelf doubling. It's not in the die, but rather is just a jiggle in the press. This is very common on S-Mint cents dated 1968-73 and brings no premium.

The best clue is that the mintmark is doubled. This was applied to dies after they were made, so it wouldn't show any doubling if the die itself had been doubled in the hubbing process.
