how do i use this chat

I don't believe there is a Chat feature on this site.  It is a message board site.  You select the forums you want to read or post in and you can start a posting thread (as you did just above), or you can select an existing thread and read it or post to it by using the Reply section at the bottom of the page.  Then others can see what you posted and respond to it if they choose to.

If you want to quote something someone else said in you reply you highlight the section in their post and a "quote this" box will appear.  Click that and it will post as a quote in your reply.  There are other things you ace do such as adding pictures to your posting, or edit something you posted after you post it etc.
