annual dollar sets (2007-2010) SMS or business strikes

NGC treats the annual dollar sets as business strikes for the registry. I had thought that they were the same as the SMS coins for 2007 thru 2010. It seems that they all grade high which is strange for business strikes for those years. Has anyone ever seen and information about this? Can you refer me to any articles that address this?
