Can toneing downgrade a coin?

Can toneing downgrade a coin? I have an '86 50C PF69 UC. The cameo is blast white except for some small golden toneing on the side of Kennedy's head. Could this toneing have kept it from getting a 70?

Toning can have an effect on the grade of modern proof coins. Usually you will find a heavier peripheral toning preventing a modern proof from being graded PF 69 UCAM. However, it will be more of a physical defect that will keep a coin from receiving the 70 grade and not a small portion of toning as you've described. Thicker toning, as some peripheral toning can be, may restrict the coin from 70 if it is impairing the original proof surfaces or making it particularly difficult to determine if there are any hairlines or other physical defects beneath it.
