Just tried to use the online submission form to get ready to submit my gold quarter, and it wouldn't go through. NGC instructions say to submit under the "modern" tier but that requires a minimum of 5 coins (even though NGC's own release says that the minimum is not required for this coin. I then had to print out the massive number of submission pages and fill them in by hand. Whats wrong with this picture?

Just went through the same drill with the 2016 American Liberty medals. You can't do the online submission unless you meet the 5 coin minimum. Have to print out the form and fill out by hand. It's definitely a pain.
