Will NCS still conserve an improperly cleaned coin...

It is possible for NCS to conserve a coin that would be determined a "no grade" or "body bag" by NGC. Issues such as residues, like PVC, or spotted toning can and often are removed through conservation despite the coin's remaining a "no grade."

 

There are many times, however, when a coin that would be a "no grade" with NGC is not conserved. This is done typically when conservation will only emphasize the surface problem and not be a benefit to the coin.
