The GSA is a government agency.

I believe the coins you are speaking about are just coins sold by the GSA. The GSA sells coins today. They also sell off boats, paintings, etc.

 

These "GSA Gold" pieces I believe are just NGC putting special holders on gold coins sold by the GSA. It is not associated with the 1970s GSA Morgan hoard (to my knowledge) and I doubt carries any premium.
