No, it's not a Proof ... sorry.

 

A Proof would have all of the design devices showing quite sharply. Unfortunately the tail of the eagle on this piece is not well defined. That was one of the weak points on the design which led to the short life of the series.

 

Here is a sharply struck business strike that shows all of the details.

Have to agree, the weakness on the tail is the give away however, still a very nice coin.

I think the semi-reflective fields you see, which may be pointing you towards a proof, are probably due to a cleaning.
