oversized holder is it's own "tier"?

I'm sending in 9 world coins for grading, two of them require oversized holders. The online submission form won't let me move to the next step however because the Modern tier requires a minimum of five coins. Of course, I have 9 coins, but only 2 are on the oversized holder invoice.

 

Does this mean my only option is to add three more oversized coins or upgrade those two larger coins to the Express tier? Or is there a way to force the invoice through?

Thanks for your question. Coins requiring oversized holders must been on a separate submission form from those that would get a standard size holder. So, yes, you would have to add three more oversized coins or upgrade those two larger coins to a tier without a minimum requirement.
