sfs2014 Coin and Currency Set Sacagawea Dollar Submission

I am about to send in my 5 2014 D Sacagawea dollars from the Coin and Currency set, but I am wondering if I can send the coin only in flips? The special instructions say you send in the panel and it must be intact. Does that mean I have to cut the panel off of the packaging and leave the coin in the plastic holder?
