Mint error not on slab

I recently submitted a rotated die coin and selected mint error on submission form. To my surprise and disappointment the error is not noted on the slab. I knew It would get a details grade because of minor damage and cleaning. Does NGC not certify mint errors when damage is present? Any clarification as to why the coin was not certified as rotated die appreciated.

Thank you for your question. NGC will note errors on details graded coins. It is likely that the rotation was too minor. Typically NGC would note die rotation greater than 15 degrees.

I just received the coins in the mail. The "body bag" was labeled

 

"is not an error recognized by NGC for the following reasons: Damage or Alteration"

 

The Slab label says "FINE DETAILS rim damage"

 

I see no signs of alteration on the coin.

As you can you see in the photos the coin is just about 180 degrees rotated.
