NGC "repaired".... what'zat mean?

I am not 100% sure about this, but I think that the coin may have been attached to belt buckle or something like that at some point. There are a couple of spots on the reserve that look like left over solder between "U" and "N" and over "E" in "UNITED," and there are spots on the rim that appear to have been tooled. Look at the areas above "STATES" and below the "A" in "DOLLAR." Also look below "93" in the date.

 

Overall the coin has a cleaned and smoothed look. The surfaces have been stripped and perhaps rough smoothed a bit to take off some polishing.
