Mint error or weak strike

Hello, I was wondering if this proof coin looks like a weak strike or is it a strike through, or some other kind of error. The coin's weight is fine and there is nothing to lead me to believe the coin is a fake.

I have always noticed weakness in the right wing of this year, however on in the left or has pronounced.
