About FS Jeffereson nickels in older holders

Howdy - I have a number of Jefferson nickels attributed FS in NGC holders that were holdered before the 6 vs. 5 steps designations were distinguished. These, naturally, are 6 step nickels. I'd like to update their holders and labels to reflect the 6 step attribution, e.g., "MS 65 6FS" instead of "MS 65 FS." Should I submit these to "re-holder" or to "desgnation review"?
