What kind of Error? Will NGC attribute it as an error?

It appears to have been coined on an undersize planchet, probably one intended for a different issue. You may submit it to NGC by checking the Mint Error box and adding $15 to the grading fee.

...or end of strip - which seemed to have been rounded in some British mints.

The reverse looks circular so I'm thinking the obverse pic is stretched some in the cropping or sizing and that's why it looks somewhat elliptical. Coin looks like just an off-colar strike to me.

I've had some luck with emailing first and using begging with compliments. It worked on a GSA I have and even though I'm sure there are others mine is the only one I know. Hint start with Ali and she'll direct you how best to proceed.
