Without seeing the coin in hand it is difficult to determine what may be causing the spots. If the spots are caused by a type of residue there is a fairly good chance professional conservation will be able to remove the spots. If the spots are what is called "milk spots" sadly there is very little conservation would be able to do. Milk spots start when the coin is an unstruck blank planchet that is then struck into a coin. In effect, milk spots are struck into the coin. Milk spots can not be safely removed.
