Is there an Authoritative Reference on Silver Coin Toning?

Not really but you can pick up White's book... it discusses toning. However every series has it own unique ways that it tones. You cannot apply what you see in Morgans to Peace $. I have even seen toning be very specific to dates and mint marks within a series. For example for toned Peace $ - it is very difficult to find nicely toned examples for 1921 and 1927-1935. 1922-1926 are much easier to locate with nice colors.

No. There isn't. Weimar White's book is the closest available. He is very much anti-toning, but he explains a lot of the science. It is a very thin book, but has good information if you can get around the bias.

There's a guy named Sunnywood who's published some materials and a color progression chart that can be found with a Google search. It's pretty complicated stuff but helpful as well.
