Because that's how they used to do it, break it out of the original packaging and note the provenance on the label.

 

Now you have several options that wrap around the original packaging including the paper money holder you show.

The NGC holder is a newer prong type. The prong type holder came out not to long ago.

 

I'm guessing they did not submit under GSA. Thus coin was NGC holder instead of the GSA packaging preserved.
