Can anyone convince me that this is not RPM?

The flat, shelf-like image, combined with the lack of split serifs, strongly indicates that this is machine doubling. This is not an RPM.

Ok Jason, you convinced me.

 

Always nice to have a second opinion. I was leaning toward PMD or MD also but wanted to rule it out before it goes in the change jar.

What about the rotation?

 

Is there any other evidence of doubling on the coin? That's conclusive proof of machine doubling.

No, that was all that was abnormal on that coin.

 

I checked Variety Vista, NGC, Coin Explorer, and Variety Plus, and PCGS and none of those sources listed a RPM for that year of a Washington Quarter. I also believe the year (1996) was a date after Roger and others were talking about sometime in the 80's, the MM was placed on the die and no longer punched.

 

I was hoping I was wrong and I had found something profound.

This is textbook machine doubling. Jason is right that the shelf-effect is a tell-tale sign. The coin may have moved when the die bounded and cut a shelf in the mint mark.
