1898 Morgan struck?

I want to ask for your opinion about this Morgan. I asked the seller what is the black thing on her chin, and the seller said, "It's a planchet streak (as struck)." So is it a black marker or struck?

Yeah, probably a grease streak. It is pretty ugly, and significantly negatively affects the eye appeal. I would probably deduct about a half a point from the grade for that, and a corresponding bump down in the value/price paid.

 

I also would not buy that coin, because I would find that ugly mark too distracting.

Hard to tell as it might also be a "Slag" otherwise known as a mixture impurity in the planchet that was present before striking which would qualify as a mint error.
