No, the coin has not been harshly cleaned. If it had been harshly cleaned it would be as bright as a brass button, but given the sharpness, have only a ghost of the design left.

 

My sharpness grade would be Good with a net grade of About Good because of environmental damage.

I don't disagree that environmental damage is present, but doesn't the fact that someone took sandpaper/abrasive wheel/etc to the coin trump that designation?

 

Those lines are all parallel, consistent and over the devices on both obv and rev and those rims are shiny for a reason, indicating that it is a more recent occurence...
