crossover/retro holder question

I have a peace dollar currently in a PCGS holder that I want to cross to NGC but with a black retro holder, is that possible? For a dealer only? Or not possible at all.

Thanks for the question. Submissions for the NGC Retro Holder program must be received by December 31, 2013 to be eligible. You could submit a Peace Dollar for Crossover into a Retro Holder as long as you select the Early Bird or higher tier and write "Retro Holder" on the submission form.
