I believe 1923 is a typo, looks like a 1922.

Yes 1923 was a typo, it's a 1922S with killer colors.

 

As for the census it should still be there unless the previous owner sent in the certificates to NGC after he cracked them out.

I don't have access to the census so if someone could chime in it would be appreciated.

 

I grade the coin as a superb 64 chance at 65
