Foreign coins are a crapshoot at PCGS. It seriously seems like they flip a coin and guess. PCGS will grade that somewhere between AU-58 and MS-68.

 

Take my advice - send your foreign coins to the well-known leader, NGC. There, I would expect it to get an accurate grade.

 

From the pictures I'd call it a 65 or 66.
