Why this?

 

"NGC reserves the right to not accept certain high grade Morgan and Peace dollars for the Retro Holder promotion, or dates that are considered to be rare."

Maybe the holders with black inserts are not as secure as the normal holders, for some reason..? And they don't want to cover high-dollar coins with the NGC guaranty if they're housed in these..
