PCGS can't/won't help

I have a beautiful 1849 Seated Dollar that came from an old collection (Elmer C. Welden Collection) and was stored in an envelope for who knows how many years. When it was sent to PCGS for certification it was deemed "Genuine - AU Details (91 - Questionable Color)". I submitted the dollar through their new "restoration" service and it was returned with a note saying that there was nothing they could do with it. More than likely the fear of over-riding a previous opinion from their grading staff.

 

Question: Can NCS do anything with their expertise? NCS has been accomplishing conservation services far longer than PCGS, which just started this year.

Artificial or questionable toning is a tough subject. Most often a coin that has been determined to have this kind of color has most often had the color added for a reason. That reason is to hide the appearance of something. The something could be a contact mark or a scratch but more often it is improper cleaning or environmental damage. Any conservation work will make this further problem much more apparent and your coin far less attractive. In the cases of artificial toning more often than not conservation will not be performed.
