NCS fee with subsequent grading by NGC

I am brand-new at this. Do I need to be a member of NGC to submit coins for restoration as much as possible and then sending to NGC for grading? Is there a separate fee for each? I have a brochure from NGC and was contemplating a \n Associate Membership.
