There is a high-quality discussion of 3-cent silver pieces on the PCGS board. The title is "(Silver) Trime Usage: 1863-1873"

It's almost as much fun as the trime-$3 piece discussion that was recently resurrected from a few years ago.

Sections 3 and 4 of the law relate directly to the 3-cent coin and required issuance of 3-cent stamps. The purpose was to avoid transactions in amounts that required cents or half-cents which were scarce in much of the country.

 

Reasons for the $3 gold coin are also known, but that requires presenting non-trivial information. Interested parties will have to wait for the article to be published.
