Looks 35 from here. The black streaks on the obverse hurt eye appeal but I'd have to see it in-hand to know if they're a deal breaker. The marks and minor reverse rim hits keep it below XF for me.

The tech grade comes in at VF-30. To me a VF-35 should be a piece that generates a debate between EF and VF. I do not see this coin as a debate piece between the two grades

 

As others said the dark marks on the obverse are a negative as well as the tiny rim marks. Still this a very collectible item at the right price which is VF money.
