What's wrong with JFK?

From the macro on my iphone, I'm shooting this on the go....not great pics though.

 

I found this 1994 P Kennedy with weird doubling. Is it from die bounce because the doubling happened on the highest points of the obverse?

 

I added ics of the regular 1994 P to show contrast:

I was going to suggest ejection doubling, but others thought double struck in collar (from your 2nd link). Coneca does not have it listed as a DDO, so would be cool if it was discovered / atrributed 17 years after produced.
