Genuine or Fake PCGS holder on Ebay?

I realize this is the US coin side of the Blogs. However I just found this listing on Ebay on world coins and since this side gets more traffic I am posting it here. Is this genuine? There aren't any bar codes!

Probably genuine. This isn't a slab for something like authenticity or grading, this appears to be case where someone with some connections just had some coins put in holders for presentation purposes.
