Coins marked from NGC as 'improperly cleaned'...can NCS fix them?

When a coin has been improperly cleaned it will exhibit permanent surface damage. Most often this damage is in the form of parallel surface hairlines or other such metal removal. Once a coin has been improperly cleaned, conservation may be able to remove undesirable toning or residues but the coin will remain improperly cleaned.
