Silver Bullion Error?

I just purchased a roll of 2003 Silver Eagles. Some of the coins are struck off-center, such that above the 'R' in Liberty the coin's rim is very thin (the rim is thick on the opposite side). Are these errors? Do you have any suggestions as to how to deal with them?
