1996 ASE Proof

The Obverse on this coin looks perfect, but there is a strange "orange" peel on the reverse at 7 O'clock.

 

Coin is price well, but can you all look at it and give me your thoughts?

That looks like its in the holder not on the coin. Then again I am just a newb!
