Is this PVC or just carbon spotting?

It is difficult to determine what exactly is causing the spots to appear on this bronze coin. From the appearance of the spots, we would likely have some success in reducing their appearance through conservation though how much these will be reduced is difficult to determine without having the coin in hand.
