Could NCS save this coin?

It is not entirely clear from the photo what exactly is going on with this coin. This may be a residue that could likely be removed but with such extensive coverage what the surfaces underneath would be like is unknown. Environmental damage may be reduced but without actually seeing the coin this can not be completely determined either. In any case, this is a coin that would have to be inspected in person to determine what, if any, conservation work would be beneficial.
