Best way to determine PL and DMPL, and it's the way the TPGs do it, is place a ruler on a flat surface, then stand the coin on edge at the end of the ruler.

 

If you can see the reflection of 6 inches it's PL and 8 inches is DMPL.

 

As far as grade, I'd give it a 64.

What does contrast have to do with a MS coin? To the best of my knowledge it's the depth of the fields that determine PL or DPL (DMPL) correct?

MS-64, maybe 5 depending on how deep those facial marks are. I don't think there's enough cameo contrast for PL.

 

Cameo contrast is absolutely not required for a PL designation. It enhances the eye appeal, and is often found on late 19th century PL pieces, but the depth of mirror is the only requirement for PL or DPL.

 

This coin appears to be a 64PL.
