What country, denomination, etc? I have no idea what you are talking about.

Hi. It a South african 1994 nelson mandela inauguration coins with mint error 'no steps'. Its graded at PF69 ultra cameo. Please can you assist with future value expectation if they are known.

As for the census with "no steps", NGC does not maintain census records for "error" coins (that I have seen) and only does so for die varieties that are in a recognized source.

 

A recognized source for South African coins would be either Krause or the South African Hern catalogue. On the other hand, the Nomisma journals (also published in South Africa) apparently are not.
