I added a few FBL's to my page this weekend that are PCGS and are strong strikes that are surely worthy of their grade designations. The coins should be added today and I already edited with pics so check them out when you get a chance.

I believe that the hits on the bell lines are significant enough, in both size and placement, so as to preclude the "FBL" designation.
