1900-O/CC in PL or DPL

I was looking up the population reports for the 1900-O/CC in PL and DPL. NGC and PCGS show that they have never graded a 1900-O/CC in PL or DPL. If this type of Morgan is none existing, according to the population reports, why does NGC make it a required coin to complete the set in the PL and DPL section? You do not require the 1933 Saint Gauden to complete the Saint Set and we all know that one does exist. You should wait to see if one pops up in the coming years and then add it to the PL and DPL section of your registry. Keep up the good work NGC.

This variety was included simply because it was a part of the non-PL/DPL set. We will remove it from the PL/DPL set for now. If one turns up, it can be added at a later date.
