WILL CONSERVATION RESTORE THIS TO PROOF CONDITION?

Can conservation restore Brown Ikes that haze over due to the plastic holders they were put in by the US Mint so that their original proof condition is restored?

"Proof" is an aspect of how the coin is struck and not its condition. Conservation would not be able to change how the coin was struck. The Eisenhower Dollar in your image appears to have developed some hazing that is fairly common on coins of this type. We do have techniques that can remove this haze to reveal the mirrors in the fields. In some cases the haze has begun to etch the surface staining it and in cases where this has occurred conservation can reduce the appearance of the haze and take steps to prevent further damage in the future but complete eradication of the cloudiness would not be possible.
