What's wrong with this Commemorative?

My aunt gave me this. There was a receipt in the box for $125 from 1993. Eeek!

To the point:

I noticed fine little divots, grooves, and 3 large "craters" all over the reverse. This can't be PMD as the "craters" are polished as well.....right?

I just found it interesting, that's all. Thought I'd get the pros' opinions

It looks like a strikethrough to me. I've had a few proof coins with them.

Those are strike-throughs. They're pretty common.

Sadly, since they're not particularly attractive to most eyes, they generally won't command a premium as mint errors, even on proof coinage.
