My first guess would be a gas bubble trapped underneath the copper plating. These are very common on 1982 and 1983 cents, after that they mostly worked out the kinks. They don't carry a significant premium except in the most extreme cases. I've seen some look like a teen's bad acne, and I've seen some where the plating was actually peeling off and partly missing.
