Its a pattern. Notice there is no shield on the reverse between the wheat.

 

The 1859 Indian Head Cent has no shield, and it's not a pattern. (shrug)

Not sure on the value, but it and the J-228 are "must have" patterns for die hard Indian cent folk. The J-228 is an 1859 with the reverse of 1860. Both cool coins.
