You need a 67FS to justify submitting. That high a grade is tough to judge from the images and I'm no Jeff expert.

 

My guess is it has a chance but how good a chance? ???

is this the coin? I can't see off your pics - if it is, I like it alot

the steps look great - the obverse has some marks on lower jacket possibly a wipe or very light cleaning

The coin looks pretty clean but as others have mentioned, you really need MS67 FS for this type coin date/mm. The difference between MS66 & MS67 is often based more on luster than surface preservation. Based on what I can see from the photos, there are no grade limiting marks which means the coin could grade MS67 dependent upon luster and eye appeal which is tough to judge from photos.

 

Keep in mind that even in MS67 FS the 1941-D is only worth $100-$200.
