Sorry...upon further inspection I think it's a planchet flaw and not a die chip or strike through...... hm

 

Looked like a gouge to me hence my low grading - Obviously in hand is a lot better to see these things

Don't know if I can get a close up of it but it's definitely as struck and doesn't appear to be a hit after the fact...I have seen a lot of these on Morgans and they are usually pretty small.
