When did NGC begin to grade and slab (proof) Moderns?

I was under the impression NGC did not grade Moderns when they first opened their doors in 1987. It wasn't until about a year or so later they finally caved in. Or, at least that is how I recall the events of the day.

 

Does anyone know when NGC began grading, for example, PROOF Kennedy half dollars?

Can Kennedy halves be found commonly in the first generation holders?

NGC may have been hesitant to grade those moderns to avoid "gradeflation" in the market- such as common PF70s selling for high premiums to uneducated buyers due to the grade.
