I just received my silver eagle 25th anniversary set. This being one of the last setes mailed out at the mint is this set worth getting graded for 70

The 25th Anniversary Sets are eligible for the Early Releases designation if received on or before December 8 by NGC.

Will all seals ASE 25 anniversary 5 coin set boxes shipped to NGC for grading come back with a MS70 or PF70 when they get graded?

No, the coins will be subjected to the normal grading process and a number of factors (including milk spots or handling marks) can keep these sealed silver eagles from receiving MS70 or PF70. If you visit the NGC Census you can view the population distributions for other silver eagles.
